On a fine sunny day a ship was in the harbor. All of a sudden the ship began to sink. There was no storm and nothing wrong with the ship yet it sank right in front of the spectators eyes.
What caused the ship to sink? :-|

"Spectators" is a clue. There is some ceremony involved.

The ship was made of something that dissolves?

Or maybe it was the christening of the ship and it was being put into the water for the first time (that is "begin sinking" but never fully sunk).

Or maybe it was a submarine going out to sea!

Diving in a submarine is a BAD idea in alot of harbors...

Almost as bad landing a hot air balloon in a redwood forest.
