what are post user notes for and are they like a journal type thing? it is found in your usercp and does everybody have this?

Post user notes is simply writing something personal for you to see each time you click that persons name.
For example: Lets say I want to write a personal memo of inu, I Click on inuyashaas name, then I can leave a personal note about him that say " Inuyashaa is Robin and Robin is Batmans Sidekick as we all know.:te :box]
The person you made not of does not see the message, only you, now try taking it for a ride lol.
