Here is the deal with what happens when you dont meet the requirement for a weapon.
Almost all weapons other than starters have a required attribute. For example a Firey Dragon Sword may have a Sword Attribute 9 required. Also they have a damage type and range. Like the firey dragon sword does Fire damage (they type) and can do any amount for 3-5 to 15-22 (The max for swords is 15-22). That damage range is what you do if you meet the required attribute for the weapon.
There is also a hidden damage range. That hidden damage range is what the weapon uses when you do not have the required attribute. It is very likely lower than the normal damage range.
The same is true of offhand spellcaster items and shields. There is a hidden armor or energy value that will be used instead of the displayed values if you do not meet the requirements.
Having more than the requirement does not help you do more damage, and how much less does not matter either. Only meeting the reqirement matters.
Having a higher related Attribute WILL increase your damage with a weapon, but it is NOT relative to the requirement of the weapon. Identical swords with requirements of 8 and 10 will both do the same damage for a warrior with sword attribute of 11.
